- In November 1994, some protestors from Democratic Youth Federation of India organised a protest against the self-financing education policy of the United Democratic Front (UDF) government in Thalassery, Kerala.
- The protestors stopped the convoy of Minister M. V. Raghavan .
- Ravada Chandrasekhar was then posted as the Assistant Superintendent of Police (ASP) in Thalassery, Kerala.
- He led a police operation to control the crowd and used tear gas and a lathi-charge, but it did not work.
