  • In 1977, Rahman stood first class first in MA examinations in Economics at the Dhaka University.
  • In 1979, Rahman joined the Bangladesh Civil Service.
  • He served in the Ministry of Foreign Affairs of Bangladesh and as Private Secretary to the Minister of Foreign Affairs. He represented Bangladesh at the Economic and Financial Committee of the UN General Assembly.
  • He was the spokesperson of the Least Developed Countries (LDCs) and aide to the President of the 41st session of the UN General Assembly.
  • In 1991, Dr. Rahman joined the United Nations secretariat as a Special Adviser at the UN Conference on Trade and Development (UNCTAD) in Geneva.
  • In 2001, he also led drafting of the Progamme of Action of the Brussels LDCs Conference and played a key role in the formulation the historic duty and quota free treatment of the exports of LDCs adopted by the conference.
  • In 2001, Dr. Khalilur Rahman briefly returned to the government service as Private Secretary to the Chief Adviser of the caretaker government.
