- Seemanth Kumar Singh was born and raised in Pakaria, a small village in the Shambhuganj subdivision of Banka district in Bihar, India.
- He was raised in a middle-class family.
- Seemanth Kumar completed his early education at a local school in the Banka district, Bihar and high secondary from Ranchi, Jharkhand.
- In 1992, Seemanth moved to Delhi and completed his graduation at Delhi University.
- After graduating, Singh began preparing for the UPSC examination. He is from the 1996 batch of the Indian Police Service.
- Singh began his professional career in the Karnataka cadre in 1996.
- In December 2000, Singh was appointed as the Superintendent of Police (SP) in Dakshina Kannada, where he served until February 2004. His time serving as the Superintendent of Police (SP) was one of the longest tenures in the district.
