On the night of 21 July 2023, IAS officer Ranu Sahu, who held the position of Director in the Chhattisgarh Agriculture Department, was arrested by the Enforcement Directorate (ED) in connection with the 2022 coal levy case. Her lawyer, Faizal Rizvi, claimed that she had cooperated with the ED during previous summons for questioning between October 2022 and January 2023, but no further summonses were issued after January 2023. Rizvi believed that her arrest was politically motivated and lacked solid grounds. The ED's lawyer, Saurabh Pandey, confirmed the arrest and stated that Sahu had been produced in a Raipur court, where she was remanded in ED custody for three days until 24 July 2023. According to the ED, not only Sahu but the entire state machinery was allegedly involved in the coal levy extortion conspiracy. Three government officials, including IAS officers Sameer Vishnoi, Saumya Chaurasia, and Ranu Sahu, were named by the ED for supposedly assisting the main perpetrator, Suryakant Tiwari, who was considered the 'kingpin' of the syndicate involved. The extortion money was purportedly used as bribes for government employees and to finance election expenses. The ED also alleged that during her tenure as a collector in Korba and Raigarh districts, Sahu had been in contact with Suryakant Tiwari through the latter's relative. In October 2022, when ED raided her office in Raigarh, she was on leave, and her office was subsequently sealed.

When she returned from leave, she claimed that her phone was stolen, and the ED noted that her phone had been switched off around the same time they conducted the raid. The ED asserted that Sahu willingly participated in the coal levy case and was untruthful during questioning. They provisionally attached properties worth Rs 5.52 crore, suspecting her involvement in receiving kickbacks from other accused in the coal levy case; however, her lawyer maintained that she had been unable to provide satisfactory replies when confronted with documentary evidence by the ED.

During a public function in March 2022, Chhattisgarh cabinet minister, Jai Singh Agarwal, made serious allegations against Ranu Sahu, accusing her of engaging in extensive corruption during her postings. He publicly stated that she was involved in embezzling public funds and obstructing the use of funds meant for development purposes.

While serving as GST Commissioner in 2020, Ranu Sahu had a heated disagreement with Additional Commissioner KR Jharia during a meeting. The argument escalated into a verbal confrontation with the use of expletives, resulting in KR Jharia storming out of the meeting and tendering his resignation; however, Chhattisgarh cabinet minister T.S. Singh Deo intervened and requested the department not to accept the resignation. Ranu clarified that she had no personal animosity towards Jharia and expressed her willingness to discuss the matter with him at a later time.
