- He is an 1996-batch Indian Administrative Services (IAS) officer of the Bihar Cadre. Before joining civil service, Singh worked as an engineer.
- After completing his initial training at Lal Bahadur Shastri National Academy of Administration, Mussoories, Rahul was appointed as Sub-Divisional Officer (SDO) of Chaibasa (West Singhbhum), Bihar.
- In 2000, he was appointea as Joint Secretary, Agriculture Department, Bihar , where he worked on agriculture-related policies and programs of Bihar.

- On the same day, he was tranferred from the post of CBSE’s chairman and was appointed as Additional Secretary of Department of Agriculture and Farmers Welfare, Government of India.
