Some Lesser Known Facts About C. V. Anand

• C.V. Anand was born in Ranga Reddy district of Telangana. His family later moved to Hyderabad, where he completed his schooling at Vidyaranya High School, Hyderabad and The Hyderabad Public School, Begumpet.

• Since childhood, Anand was a talented cricketer. He was part of the India Under-19 cricket team.

• He also represented Hyderabad at the Under-19 and Under-22 teams.

• After studying at Nizam College, Anand completed his postgraduate studies in Economics with a gold medal at Osmania University.

• When he was in Osmania University, he was a team of inter-university cricket team.

• In 1990, C.V. Anand cleared the Civil Service Examination on his first attempt with All Indian Rank (AIR) 147. He chose the Indian Police Service and was allotted the Andhra Pradesh cadre.

• After that, Anand went to Sardar Vallabhbhai Patel National Police Academy to complete his probationary IPS officers training.

• When he was at the Sardar Vallabhbhai Patel National Police Academy, he was excelled in athletics, and also won multiple gold medals in track and field.

• At the BSF academy, he was also awarded with the ‘Best Firer.’

• In 1993, after completing his training, Anand was posted as an Additional Superintendent of Police (Addl. SP) Warangal Rural.

• After serving two years in Warangal, he was posted as Additional Superintendent of Police in Bellampalli in the Adilabad district.

• During this tenure, he led multiple encounters, including with the coal mafia in Mancherial.

• After that, Anand was promoted to the rank Superintendent of police (SP) and posted in Nizamabad district of Telangana.

• During his early career, Anand was involved in operations against Naxal groups, but he also supported surrender and rehabilitation programs. Under his programs, some surrended Naxals were helped to return to normal life and were offered employment opportunities such as forest guard and home guard positions.

• In 2000, he served as SP of Krishna district. During this posting, he used technology to modernise the police force. For his work during this period, he received the Police Madal for Gallantry.

• In 2001, C.V. Anand created a special police unit in Hussain Sagar, while serving as DCP of Hyderabad’s newly created Central Zone.

• In 2002, Anand was transferred to Hyderabad and became DCP, East Zone. After the reorganisation of Hyderabad City Police, he became the first DCP of the newly created Central Zone.

• As DCP, he introduced Lake Police to patrol Hussain Sagar and its surrounding and created an anti-suicide squad that used trained divers from fishing families to rescue people attempting to jump into the lake.

• In the mid-2000s, Anand moved to the Crime Investigation Department (CID) and appointed as Deputy Inspector General of Police (DIG). As DIG he headed the Economic Offences Wing (EOW).

• During his EOW posting, he investigated the Krushi Cooperative Bank Scam (2001) and helped bring the bank chairman K. Venkateswara Rao from Thailand.

• After that for two years, Anand moved outside the police department and posted as Director Excise.

• Later in 2006, he became DIG of Eluru region, which covered Krishna, East Godavari and West Godavari districts.

• After serving at Eluru, Anand became Commissioner of Police at Vijayawada, where he focussed on controlling history-sheeters and political violence and introduced e-challan systems.

• In 2010, C.V. Anand was promoted as Inspector General of Police (IGP) and appointed Additional Commissioner of Police (Traffic), Hyderabad.

• As Hyderabad Traffic Chief, he introduced several technology-based measures, including e-challans, speed guns and hand-held cameras. He also used social media to provide traffic updated to citizens.

• In May 2013, Anand became Commissioner of Police, Cyberabad.

• As Cyberabad Commissioner, he introduced as SOP for dealing with land disputes. He also launched women-safety initiatives such as SHE Teams, SHE App and SHE Shuttles.

• In 2014, his work during the Lok Sabha elections in monitoring election expenditure and controlling the use of money power received national recognition. He also received the Election Commission’s National Award for Best Electoral Practices.

• In 2016, Anand became Commissioner of Consumer Affairs, Food and Civil Supplies. He was the first IPS officer to hold his post, which was normally held by an IAS officer.

• In 2017, he received the President’s Police medal for Distinguished Service.

• In 2018, Anand moved to central deputation to the Central Industrial Security Force (CISF) as an Inspector general.

• From 2018 to 2020, he headed the CISF Airport Sector-II, based in Bengaluru. He also held additional responsibility for the South Sector for about nine months and West Sector for about six months.

• In August 2020, Anand became Director of the National Industrial Security Academy (NISA), Hyderabad, the CISF’s training academy.

• In August 2021, he was promoted to the rank of Additional Director General of Police (ADGP).

• On 25 December 2021, he returned to Telangana police and became the 58th Commissioner of Police, Hyderabad City.

• As Hyderabad Commissioner, he took action against police misconduct and corruption. He also created the Hyderabad Narcotics Enforcement Wing (H-NEW) to fight drug trafficking.

• In 2022, during his tenure the Integral Command and Contron Centre (ICCC), a centralized digital hub that acts as the “brain and nerve center” for managing city operations, utilities, and emergency services in real time, became operational.

• In 2023, he was given additional responsibility of Telangana-Narcotic Bureau (T-NAB).

• In December 2023, C.V. Anand left the Hyderabad Commissioner post and became Director General of the Anti-Corruption Bureau (DG ACB).

• In July 2024, he was given additional charge as DG, Vigilance & Enforcement.

• On 9 September 2024, he returned as Hyderabad Police Commissioner for the second time.

• During his second term as Hyderabad Commissioner, he handled major law-and-order arrangements.

• In December 2024, during a press conference about the Sandhya Theatre stampede at the premier of “Pushpa 2: The Rule,” Anand criticised some national media outlets, saying they were “brought over” and had “no shame.” His comments came after reporters repeatedly questioned him about the investigation, in which a woman died and her child was injured. Anand later apologised, saying he had lost his temper during the questioning.

• On 27 Sepetember 2025, he was appointed as Special Chief Secretary, Home Department, Telangana.

• On 1 May 2026, Anand took charge as Director General of Police and Head of Police Force (DGP-HoPF), Telangana.

• In August 2026, Anand came into news after BJP MP Arvind Dharmapuri alleged that an ACP-rank Telangana Police officer had been assigned to monitor his movements at the direction of Telangana Chief Minister Revanth Reddy’s brother.

• The issue began after Arvind directly addressed Anand on his X handle, where he wrote he had known the DGP for decades and regarded him as a competent officer.
