| Controversy | Removal from service for corruption Padma Jaiswal was removed from service by the central government for alleged corruption. At the time of her ouster, she was working as Special Secretary with Administrative Reforms Department of the Delhi government. This order was issued after a lengthy disciplinary process which had spanned several years. It was issued earlier this week on the recommendations of the Department of Personnel and Training after the President of India gave his final nod to the matter. The DoPT had acted on a suggestion from the ministry of home affairs, the cadre controlling ministry of the AGMUT cadre officers. The Indian Express quoted Jaiswal as saying that she didn't know of an order of dismissal. "As far as I know, it hasn't happened and there is no bill of dismissal issued," she said. The case came back to light in 2007-2008 when Jaiswal served as Deputy Commissioner of West Kameng district, Arunachal Pradesh. In February 2008, locals complained that she misused her office and was embezzling government money. She was suspended by the government in April 2009. The ban was removed in October 2010. The MHA started the disciplinary proceedings as per Rule 8 of All India Services (Discipline and Appeal) Rules. Jaiswal received memoranda of charges in 2009 and 2010. Both the Union Public Service Commission and Central Vigilance Commission discussed the issue and the UPSC had suggested her removal. The MHA had launched the proceedings in response to the complaints of the association, and the Central Administrative Tribunal earlier rejected the action of the MHA, saying it couldn't control cadre officers of AGMUT. The Union government has challenged the CAT order before the Delhi High Court. The High Court, this year, has decided in favour of the Centre on 1 April 2026 saying the CAT had jumped the gun in its conclusion. The court lifted the disciplinary proceedings that were placed on hold. The MHA fulfilled that part of the process and recommended the highest penalty available for her removal. |
