Some Lesser Known Facts About B. V. R. Subrahmanyam

B. V. R. Subrahmanyam is a retired IAS officer of the 1987 batch of the Chhattisgarh cadre, who was appointed as the CEO of the Niti Aayog in 2023.

From 2004 to 2008 and from 2012 to 2015, he served as the director and joint secretary in the Prime Minister’s Office (PMO) under the former Prime Minister of India Manmohan Singh and Narendra Modi, the Prime Minister of India.

In June 2008 and September 2011, he worked as a senior advisor with the World Bank.

Reportedly, the former Chief Minister of Chattisgarh, Raman Singh, made a personal request to Manmohan Singh, the former Prime Minister of India, for making B. V. R. Subrahmanyam shift to Chattisgarh.

In 2015, after he shifted to Chattisgarh, he was appointed as the principal secretary and later, as Additional Chief Secretary (Home). He held additional charge of jail and transport in Chhattisgarh and made sure that public transport was not working during operations against Maoists. During his tenure as head of the state’s home department, he ensured fast-tracked construction of roads in conflict areas, which turned out to be a major factor in pushing away the Maoists.

On 20 June 2018, after the collapse of the PDP-BJP coalition government, he was appointed as the Chief Secretary of Jammu and Kashmir by the Appointments Committee of the Cabinet.

Reportedly, during his tenure as the Chief Secretary of Jammu and Kashmir, after the neutering of Article 370 in 2019 in Jammu and Kashmir, 2272 infrastructure worth Rs 5979 crore were pending for 5-10 years after the projects were sanctioned and only 506 of them were completed. In a 2020 interview, when B. V. R. Subrahmanyam was asked about this, he said that the work is in progress and it will take some time to fulfil the aspirations of the people of J&K. He said,

I think we need patience. We have got the institutional architecture in place and we are moving ahead step by step. Once we get the development process in place, once we get the jobs going, once we see the investment growing, you will find people in a different frame of mind.” ^[6]The Times of India

On 30 June 2021, he was appointed as the Commerce Secretary to the Ministry of Commerce and Industry.

In September 2022, he was appointed as the chairman and managing director of the India Trade Promotion Organisation (ITPO) for two years on a contract basis.
