Some Lesser Known Facts About Saba Shawl

  • Saba Shawl hails from Peerbagh locality in Srinagar.
  • In 2011, after completing her master’s in Social Work, Saba started working as a senior Community Development Consultant at Government Polytechnic for Women, Bemina.
  • After six months, she joined Indo Global Social Service Society (IGSSS), Srinagar, as a Capacity Development in-charge.
  • In an interview, Saba revealed that it was her father who asked her to appear in the Jammu and Kashmir Public Service Commission (JKPSC).
  • In the JKPSC, she qualified for the post of Superintendent of Police in 2012.
  • In the exam, she secured the lone open merit position for Superintendent of Police (Prisons), a rare achievement at a time when few Kashmiri women were entering uniformed services.
  • After her selection, she was sent for six months training programme to Lucknow in Uttar Pradesh. In an interview, Saba said that,

The training part was hectic, rather herculean task for me. Besides, I was the only lady there.”

  • After returning from training, she joined as the Superintendent of Police (SP) of the central jail in Kothbalwal in Jammu. From there, she was transferred to Kupwara jail.
  • In 2019, Saba Shawl was appointed as the Staff Officer to the Director General of Prisons in Jammu and Kashmir, where she handled administrative and coordination work at the Prisons Headquarters.
  • As a staff officer, she helped to make various policies for the welfare and rehabilitation of prisoners. Apart from that, Saba organized three national-level Residential Training Programmes for prison officers.
  • During her service tenure, she also served as Public Relations Officer (PRO) and executive editor and designer of a monthly newsletter and a yearly magazine that covers events and activities of prisons in J&K.
  • In March 2026, Saba Shawl was appointed as Superintendent of Central Jail Srinagar.
  • Her appointment was officially announced on 2 March 2026, with immediate effect.
  • After she was appointed Superintendent of Central Jail, Saba Shawl became the first Kashmiri woman to head the high-security correctional facility.
