- Dharampal Singh was born and raised in Guldiya Gaurishankar village of Bareilly district, Uttar Pradesh.
- Before entering politics, Singh was associated with agriculture and teaching.
- He studied at Bareilly Ruhilkhand University, Bareilly and obtained postgraduate and professional qualifications including a Bachelor’s degree in Law, a Master’s degree in Arts, a Bachelor’s of Education and a Basic training certificate (BTC).
- In 1988, Dharampal joined Bharatiya Janata Party (BJP) at grassroots and became the block pramukh of Majhgawan block.
- In 1993, Dharampal Singh contested his first Uttar Pradesh Assembly election from Aonla on a BJP ticket, although he lost to Mahipal Singh Yadav of the Samajwadi Party.
- In 1996, he re-contested in Uttar Pradesh Assembly election from Aonla constituency.
