  • Chhangur Baba’s real name is Jalaluddin, and he sold taweez and rings on a bicycle in Rehra Mafi village, Balrampur district.
  • He also used to beg to earn money. From 2005 to 2010 and 2015 to 2020, he also served as head of the village.
  • He got the nickname ‘Chhangur’ because he had six fingers on his left hand.
  • Around 2015, he started calling himself ‘Pir Baba’ after visiting Haji Ali Dargah in Mumbai and Saudi Arabia. In 2021, his wife Kutbunisha won a local panchayat election, increasing Jalaluddin’s political influence.
  • He later built a 70-room, Rs 3-5 crore mansion on encroached land in Madhpur, Utraula police station area, Balrampur. The mansion included imported marble, an electrified boundary, CCTV cameras, a personal power station, a horse, and six German Shepherds.

  • The property was registered under his aide Neetu Rohra alias Nasreen in May 2025. He used the mansion for counselling rooms and indoctrination related to religious conversions.

  • ATS recovered coded language such as project, mitti palatna, kajal karna, and deedar from seized material. He targeted more than 5,000 followers, mostly Hindu women, and pressured them to convert.
  • He offered Rs 15-16 lakh for Brahmin/Sikh women, Rs 10-12 lakh for OBC women, and Rs 8-10 lakh for others. Many girls were lured with promises of marriage, jobs, or religious tours, and some were sexually exploited.
  • A 17-year-old girl from Punjab was allegedly converted at Nizamuddin Dargah under his network. One girl who refused was threatened by a Pakistan-based relative during a video call.
  • Jalaluddin also maintained a 50-member private commando unit for security and intimidation. These men were involved in threatening villagers and suppressing police complaints using violence. The ATS FIR named Mohammad Ahmad Khan and Abu Ansari as key operatives under Jalaluddin.
  • Jalaluddin and Neetu stayed for 60 days at Star Rooms hotel, Vikas Nagar, Lucknow, using Aadhaar cards. They first stayed in Room 102, then shifted to Room 104, posing as a couple.
  • ATS found conversion-related documents and plans inside Room 104. His son Mehboob and aide Naveen alias Jamaluddin were arrested in April 2025.

  • Jalaluddin and Neetu were arrested at the hotel on 5 July 2025 by UP ATS. The ATS found Rs 106 crore across 40 bank accounts linked to Middle East and Swiss transactions.

  • Large transactions from Sharjah and Nepal were detected, with money routed through Nepalese passports and hawala.
  • ED filed a money laundering case involving Rs 51 crore under the Prevention of Money Laundering Act (PMLA). Between 8 and 10 July 2025, more than 2,041 square feet of illegal mansion construction was demolished by Balrampur authorities.

  • The operation involved ten bulldozers and was overseen by DM Pawan Agarwal and SP Vikas Kumar. On 12 July 2025, ATS took Jalaluddin to the mansion site for questioning.
  • Uttar Pradesh CM Yogi Adityanath labelled the conversion activities anti-national and announced property seizure plans. UP State Commission for Women Chairperson Babita Chauhan demanded the death penalty for the accused.
