In March 2026, C.V. Shanmugan made a remark about South Indian actress Nayanthara during a protest rally on women's safety in Tamil Nadu. While criticizing Chief Minister M.K. Stalin's Tell Us Your Dream" campaign, Shanmugan said, " I want Nayanthara, will you fulfill? His statement triggered the backlash from political parties and film industry people.
The South Indian Film Artistes Association (Nadigar Sangam) strongly criticised his comment and described them derogatory and shmeful and they demanded a publoic apology from C.V. Shanmugan.   • C. V. Shanmugam was born and raised in a political background family in Tindivanam, Viluppuram, Tamil Nadu.
  • His father, C. Venugopal was elected as the All India Anna Dravida Munnetra Kazhagam (AIADMK)’s member of parliament from Vandavasi constituency in 1977. He also played a key role in organizing AIADMK party in the old South Arcot region of Tamil Nadu.
  • Since younger age, C.V. Shanmugam, showed active participation in AIADMK politics and built his hold in the Villupuram and Tindivanam region by doing social work at grassroot level.
  • In 2001, Shanmugam contested for the first time for the assembly seat from Tindivanam constituency on AIADMK seat. He won the seat and elected as MLA of Tindivanam constituency.

  • From 2003 to 2006, he served as Minister in Education in then chief minister Jayalatitha‘s cabinet.
  • In 2006, he was re-elected as member of legislative assembly from Tindivanam constituency on AIADMK seat. He was one of the few AIADMK candidates from northern Tamil Nadu to win during the difficult election of the party at that time.
  • Later, Shanmugam was handed over the responsibility to strengthen the presence of AIADMK base in Villupuram district of Tamil Nadu and became a strong Vanniyar community leader.
  • In 2011, he contested from Villupuram constituency and won the assembly election again. In the same year, he was appointed as Minister for School Education in Jayalalithaa’s cabinet.
  • In January 2012, during a cabinet reshuffling in Tamil Nadu’s government, C.V. Shanmugam handed over the department of Commercial Taxes and Registration.
  • Inside AIADMK, Shanmugam is known for his aggressive speeches and strong advocacy of party during opposition protests and other assemble debates.
  • In 2016, he again contested from Villupuram constituency and won by a huge margin for the second consecutive time.

  • During his tenure as Law Minister, he represented the Tamil Nadu government on various legal and constitutional matters and considered as one of the vocal ministers in the cabinet.

  • In the 2026 Tamil Nadu Assembly election, he shifted from Villupuram and contested from Mailam constituency. He was among the few MPs of Tamil Nadu, who contested in the Tamil Nadu Assemble election, while still serving in the parliament.
  • In May 2026, C.V. Shanmugam won from Mailam constituency by a margin of 30,041 votes.
  • According to some media reports, due to some internal conflicts with in AIADMK party, Shanmugam resigned from Rajya Sabha member post on 7 May 2026. After his resigation, he said,

I can say nothing, I cannot say anything. I am resigning my post, MP post. I am elected as a member of the legislature, so I am resigning my post.”
