- He was born into a Sikh family from Punjab, that relocated to Delhi a few years after his birth.
- He pursued his graduation in Political Science at Delhi University, where he started taking an interest in politics. He was elected as a representative of the Students’ Union of College and was an active member of various social and academic organizations.
- In 1990, Lovely was pursuing a degree in law when he chose to drop his studies to follow his passion for politics.
- In an interview, he revealed that his family did not initially support his political ambitions and even arranged his marriage in hopes of stopping him from pursuing a career in politics.
- In 1990, he was chosen as the General Secretary of the Delhi Pradesh Youth Congress, and from 1992 to 1996, he held the same position with the National Student Union of India (NSUI).
- He rose to the position of Chairman at Bhimrao Ambedkar College in Delhi.
- Lovely was declared a Congress party candidate from the Gandhinagar constituency of Delhi. He won the election by a significant margin and, at the age of 30, became the youngest Member of Delhi’s Legislative Assembly.

- He became the longest-serving education minister of Delhi and took several initiatives aimed at improving the education system in the Union Territory. He implemented the EWS (Economically Weaker Section) quota and the Laadli scheme to assist the underprivileged in accessing quality education.
- As a result of his efforts, the dropout rate in government schools reduced significantly, falling from 7.8% to 1.7%.
