Career Journey• He started his career as a sub-divisional police officer (SDPO) and got his formative posting as the Additional Superintendent of Police (ASP) of Chandrapur.

• He was the DCP of Thane (Mumbai) and also served as the DCP of the Mumbai Crime Branch.

• While serving as the DCP of Mumbai's Crime Branch in the early 90s, he headed an encounter specialist team of Mumbai Police that was created to counter the rising gangsterism in Mumbai.

• While he was the Additional Commissioner of Maharashtra's Anti-terrorism Squad (ATS), the ATS arrested Pragya Thakur (now a member of BJP) and Lt Col Prasad Shrikant Purohit in the 2008 Malegaon blasts case.

• Under his supervision, ATS nabbed the former zonal director of Narcotics Control Bureau (NCB) Saji Mohan (ex-IPS) with 39 Kgs of heroin. In 2019, Saji Mohan was sentenced to 15 years of jail term under the NDPS Act.

• In 2017, when he was Thane Police Commissioner, a local crime branch team of Thane, headed by encounter specialist Pradeep Sharma, arrested India's most wanted fugitive gangster Dawood Ibrahim's brother Iqbal Kaskar under extortion charges.

• In February 2019, he was posted as the DGP of the Anti-Corruption Bureau (ACB). During his stint as the DGP of ACB, he gave a clean chit to Nationalist Congress Party's leader Ajit Pawar in the Vidarbha irrigation scam case.

• In February 2020, he was appointed as the Commissioner of Mumbai Police. Some of the significant cases that were probed by the Mumbai Police when Param Bir Singh was its head include Bollywood actor Sushant Singh Rajput's suicide case, TRP manipulation scam that accused some big news channels of fraudulently increasing their viewership, and previously closed abetment to suicide case of Anvay Naik in which Republic TV's head Arnab Goswami was arrested.

• In March 2021, he was shunted out as Police Commissioner of Mumbai to Commandant General of Home Guards (Maharashtra) for administrative exigencies.

Controversies• In an interview with The Week in 2009, Hasan Gafoor, a 1974-batch IPS officer and former Commissioner of Mumbai Police, accused Param Bir Singh and three other administrative officers of refusing to get on the ground to take on the terrorists during the 26/11 Mumbai attacks. Param Bir rubbished Hasan Gafoor's allegations and stated that he was performing his duty during the terror attack and his pictures at Taj Hotel and Oberoi Hotel during the attack were also telecast on news channels. In 2010, Parambir Singh's father had filed a defamation case against Gafoor claiming that the allegation levelled by Gafoor against his son Param were untrue and defamatory in nature. [5]The Print

• In December 2014, BJP leader Sadhvi Pragya Singh Thakur, who was jailed in the 2008 Malegaon bombings case, claimed in a video recording that physical and psychological atrocities were committed on her by her interrogators, Param Bir Singh and other policemen, during her initial days in police custody. • In November 2019, Mumbai's Anti-Corruption Bureau gave a clean chit to Ajit Pawar in the Maharashtra irrigation scam. Subsequently, Singh, who was then the head of the Anti-Corruption Bureau, was alleged by the opposition BJP to have favoured Ajit Pawar in the probe. Later, a senior official of the Anti-Corruption Bureau said that Pawar had already been cleared of the corruption charges in a prior inquiry carried out by the water resources department in 2018 during the BJP's rule in Maharashtra. The official said,

"It was in July 2018, when the BJP was in power in the state, that the water resources department wrote to the ACB saying all proposals were cleared at the level of the water resources department secretary and as per rules of business, the cabinet member is not responsible for decisions taken by the department” [7]The Times of India

• On 12 May 2023, the Maharashtra government dropped all charges against him and revoked the suspension orders issued against him in December 2021; he was suspended by the Maha Vikas Aghadi government in Maharashtra for “indiscipline and other irregularities" and had also initiated departmental inquiry against him. After an SUV with explosives was discovered near industrialist Mukesh Ambani's residence in south Mumbai following which police officer Sachin Waze was arrested, Param Bir Singh was dismissed as the Mumbai police chief and transferred to the Home Guard in 2021. After his dismissal, Param Bir Singh accused Anil Deshmukh, the then Home Minister of Maharashtra, of asking Sachin Waze to collect Rs 100 crore from hotels and bars in Mumbai every month. In July 2021, a case of extortion was registered against Param Bir Singh for extorting money from a builder named Ketan Tanna. A builder-cum-hotelier named Bimal Agrawal filed another extortion case against him, accusing him of extorting Rs 9 lakh from him for not conducting a raid on two bars and restaurants and forcing him to buy two smartphones worth around Rs 2.92 lakh for them.   • Param Bir Singh is a 1988-batch Indian Police Service (IPS) officer who attained notability during the early 90s for his role in curtailing the activities of the underworld across Mumbai. Although he has a distinguished career spanning over three decades, he has also attracted controversies on several occasions. He is slated to retire from service in June 2022.
  • Param Bir Singh was a brilliant student and a topper of his batch at Panjab University. Along with that, he was also good at extra-curricular activities and used to represent his college cricket team. After joining civil service, Param Bir captained Maharashtra’s IPS cricket team in many tournaments.
  • Param Bir’s son, Rohan, is married to Rupali S. Meghe, the granddaughter of a well known BJP leader from Nagpur, Dattatraya R. Meghe. Datta, along with two of his sons Sagar Meghe (father of Rupali S. Meghe) and Sameer Meghe, joined the BJP party in 2014 after being in the Indian National Congress for around 36 years.

  • Param is friends with numerous Bollywood stars and has many a time been spotted partying with B-Town celebrities. In 2012, he was pictured coming out of a high-profile Christmas Party held in Bandra. Interestingly, Salman Khan, who exempted his court appearance in the 2002 hit-and-run case on that day on the pretext of being out of town, was also seen leaving from the party after Param.   • In March 2020, Param Bir Singh wrote a letter to Mumbai’s Chief Minister Uddhav Thackeray in which he accused the then Home Minister Anil Deshmukh of corruption. He mentioned that Anil Deshmukh had ordered police officers, primarily Sachin Vaze, to extort money from bars, restaurants, and other business enterprises in Mumbai and get a monthly collection of Rs. 100 crore. He also brought to light other grave malpractices by Anil Deshmukh such as corruption in police transfers and postings in state and interference in police investigations. The controversy grew really big as it is very rare for a government official of stature equivalent to that of IPS Param Bir to allege corruption charges against a sitting Home Minister of a state.
