Controversy	Swati Maliwal Assault On 13 May 2024, Bibhav Kumar was accused by Swati Maliwal, Rajya Sabha member, of assaulting her when she went to meet Arvind Kejriwal at his residence around 9:40 am in the morning. She alleged that she was waiting for Kejriwal in the drawing room, when Bibhav came and started hitting her and saying abusive words to her. It was reported that Arvind Kejriwal was also present in the house when this incident took place. On 16 May 2024, a team of Delhi police officials from Civil Lines Police Station visited Maliwal's residence and registered the FIR under the IPC sections Section 354 (molestation), 506/507 (criminal intimidation), and 509 (outraging a woman's modesty). She mentioned in her FIR that Bibhav hit her on face, chest, stomach, and lower parts of her body. She alleged that Bibhav threatened that he would bury her at such a place where no one would ever know or find her. According to her, when this incident happened, she was on her periods due to which she felt excessive pain. Medical examination of Maliwal was also conducted at AIIMS hospital of Delhi. National Commission for Women (NCW) also issued a notice to Bibhav Kumar, asking him to come to NCW Office around 11 am for the hearing about the matter. Maliwal also tweeted about the incident and requested other political parties to not politicize the matter. On 27 May 2024, Maliwal broke down in the court after Bibhav Kumar's lawyer said that she chose the spot of the alleged assault at the Delhi Chief Minister's residence because there was no CCTV, which could record the incident. • He later worked as an RTI activist at Kabir, an NGO founded by Manish Sisodia. He later became a coordinator between Kabir and Arvind Kejriwal’s NGO, Public Cause Research Foundation (PCRF).

• On 1 June 2007, a case was filed against him by Mahesh Pal, an officer of Noida Development Authority for abusing him and threatening him while he was doing his duty.

• He later started editing videos for a magazine launched by the members of India Against Corruption. This group organised the 2011 protests and later became the political party Aam Aadmi Party (AAP).

• On 8 April 2024, the Enforcement Directorate (ED) questioned Kumar regarding the Delhi liquor policy scam case. Several ED officials had raided Kumar’s residences a few days before sending notice to him.

• On 10 April 2024, Special Secretary (Vigilance), YVVJ Rajasekhar, terminated him from the position of private secretary as his appointment violated Central Civil Service Rules related to temporary appointment.

• Kumar is considered the right-hand of Arvind Kejriwal who ensures that Kejriwal takes his food and medicines on time. He was one of the two persons (the other being Kejriwal’s wife, Sunita) who was allowed to meet him when he was in prison.

• Kumar made headlines in May 2024 for assaulting Swati Maliwal. An FIR was also registered against Kumar by the Delhi Police.

• On 17 May 2024, a CCTV video went viral in which Maliwal was seen using abusive words towards Bibhav Kumar after he assaulted her while security guards were telling her to leave Kejriwal’s residence.
